Any technical unit (generation, consumption or storage unit) connected to the transmission network (federal or regional), to a distribution network or to a Closed Distribution System (CDS) and complying with the technical requirements of the service described in the VSP contract (in particular in terms of minimum reactive power and VSP designation) can offer the service voluntarily.
