In the event of a blackout, the operation of public telecommunications networks cannot be guaranteed. Nevertheless, communication between Elia and the grid user is essential during the restoration phase of the grid. Here Elia must be able to give the necessary instructions to the grid user to safely put his installations back on line. Elia may also communicate restrictions on the power that may be taken off or supplied to the grid during the restoration phase.
Therefore, it is essential that the grid user has a voice communication system with sufficient backup equipment and backup power sources so that recovery plan information can be exchanged with Elia for at least 24 hours if the external power supply fails completely or the individual equipment of the voice communication system fails. In doing so, the incoming call from Elia must be able to be recognized by the grid user and answered immediately.
Specifically, Elia ensures that, in cooperation with the grid user, a telephone connection is provided at the grid user's own premises that is directly connected to Elia's telecommunications network, which can remain operational for at least 24h after a blackout. The grid user is asked to provide the necessary backup sources for the electrical power supply of the equipment at the grid user's location.
