As of February 27th 2026, Elia introduces a renewed settlement flow for BRPs. Under the new process, Elia issues a provisional invoice. Under this new process, Elia will issue a provisional invoice for each billing period. The invoice for month M will be sent 11 (10 +1) working days after the end of the billing period M, giving BRPs a payment term of 14 calendar days. *. In case additional data quality checks would be necessary, it will be sent on the sixteenth (16th) working day of Month M+1.
In context of the provisional settlement of BRP’s Balancing Perimeter, only 90% of the amount of
BRP’s Provisional Invoice amount is invoiced. In case the Provisional Invoice amount is smaller than 50
kEUR, the invoice will not be sent out.
If the payment of the provisional invoice is not received in time, a suspension term of 20 days starts.
The base invoice for month M will be sent 30 working days after the billing period (end of month M + 30 wd), and a regularization invoice will follow after 6 months to settle any remaining differences based on the latest data received from the DSOs.
This quicker payment cycle lowers the risk exposure of Elia and therefore lowers the financial guarantee required from the BRPs.

*Note: The first provisional invoices will be sent out in April 2026 for the settlement of March 2026. As a transitory measure, the payment term for the first provisional invoice is 30 calendar days. For the invoices that will be sent out in May 2026 (for the settlement of April 2026) a payment term of 14 calendar days is valid.
